This has happened since it has been added to MAME and I believe it is related to the imperfect graphics flag.
Not sure if we need this report - only if you can find a proper looking boot up sequence to prove it is indeed intended to show for a length of time initially.
Confirmed.. possible.

Can't remember right now, but the Japanese version doesn't skip that screen.

they're not Japanese sets, so it's more likely the screen shouldn't be seen at all (default register states? delay in registers taking effect? video dma? it isn't on an f3 reset) or they intentionally clear it as quickly as possible so you don't read it.

as observed, the actual Japanese sets leave the warning on the screen for the expected amount of time.

it's definitely not meant to be displayed for longer, or displaying it too fast, that's certain.
