Summary 04869: most games: 'Scanlines TV' not displayed correctly since version 0.145
Description 'scanlines TV' renderer is broken since 0.145 (0.146 tested too)

by example for liquids kids
scanlines are not regular (2 bads lines)

other exemple on others without 'rotate' option for shoot
only 1 big scanline is visible (only a dark line seems to have a width of 1/3 of the screen in the center!)

of course i can join some screenshots of this bug

 The scanlines tv effect is only available in mamep?
We test the official MAME only.

 I'm not sure what to say.. MAME works fine with -effect (effect.png) command-line option nor do we support mamep (mameplus) via command-line or through GUI. You'll need to contact that alternative build maker for support.
