Summary	03983: Switching user accounts breaks keyboard input
Description	If MAME is running when switching to a different user, MAME will no longer accept any keyboard input after returning. Other controllers, such as a joypad, will still work.
Steps To Reproduce	1) Run MAME, with or without loading a romset. 2) Leave MAME running, switch to a different user. 3) Switch back to the account MAME was started from.

I'm solo and use only Admin in an auto-login to XP and I'd rather not screw things up creating/deleting a profile. Only was able to log off mine.. and come back into mine - still worked ok.
