Description	Game title is actually shown as "Special Criminal Investigation (Negro Torino hack)" It is really "Super Special Criminal Investigation" and it's not an hack, but a TAITO fully licensed version to Negro http://www.citylan.it/immagini/scin.png

Taito may have licensed them to distribute their games, they didn't license them to hack them or bootleg them. Their puzznic is clearly a hack to remove the copy protection, this is also clearly a hack. I honestly doubt their claims of legality entirely. Companies were licensed to import and distribute the european versions of Taito games, in official unmodified form. This company have made various cheap graphic/text/protection hacks to them.
