Summary 03116: nss_actr: Emulation hangs up after hitting start.
Description When you press start, the game should begin by advancing to the first battle scene which consists initially of a mode 7 effect as the island comes into view. Currently, all you see is a black screen.

This was entered as it is a clear regression from a "GAME NOT WORKING" game to help isolate issues with nss.c emulation.

it should be a problem of CPU speeds: this game (like many other SNES games for MESS) requires more tight sync between the CPUs
